About HS2
Savills, supporting the HS2 programme, required a specialist partner to survey rural residential properties along the Manchester to Birmingham route. The work demanded consistent professionalism, clear tenant communication, and strong safeguarding awareness due to the nature of occupants and the rural setting.
With multiple stakeholders involved, the client needed a delivery team capable of maintaining transparency, meeting legislative expectations, and supporting vulnerable residents with care and consistency.
About the project
Compliance 100 was commissioned to complete a large-scale survey programme focused on rural properties connected to the HS2 corridor. The objective was to assess housing conditions, identify and categorise hazards under HHSRS, and ensure outputs aligned with emerging legislative requirements, including reporting expectations associated with Awaab’s Law.
The project required a communication-led delivery approach: reliable pre-visit confirmation, considerate access arrangements, and a reporting process that served both contractor systems and tenant understanding.
Our solutions
Compliance 100 deployed surveyors operating to standardised processes, ensuring consistent assessment quality and clear HHSRS-aligned categorisation. Pre-site communication was structured to confirm appointments and reduce access issues, while safeguarding concerns identified during surveys were escalated promptly to protect resident welfare.
Technology was used to maintain speed and accuracy across a broad geography. Handheld devices connected with API-linked systems to streamline updates into the contractor portal, supporting efficient data flow and consistent reporting outputs. Tenant communication was also embedded into the workflow, ensuring residents received clear summaries of findings alongside the formal reporting process.
Access planning prioritised tenant availability and minimised inconvenience, with tailored support provided for vulnerable residents. Scheme Managers were engaged where needed to ensure inclusivity, and regular progress updates maintained transparency and stakeholder confidence throughout delivery.
Key delivery components included:
- Standardised surveying with HHSRS hazard categorisation
- Clear pre-visit communication and safeguarding escalation pathways
- Handheld tech integrated with contractor systems for efficient reporting workflows
- Tenant-centred access planning, including tailored support for vulnerable residents
